“The Ukraine Crisis, Budapest Memorandum and the Role of US”

May 4, 2016 a round table discussion on “The Ukraine Crisis, Budapest Memorandum and the Role of US” took place at the National University “Odessa Law Academy.”

The event was held with the support of the Kennan Institute Kiev Office.

It was organized by the Center for International Law and Justice along with the Department of International Law and International Relations of the NU “Odessa Law Academy” and the Odessa Center on Nonproliferation.

US diplomats and experts in the field of international security, namely: Steven Pifer, Director at the Brookings Arms Control and Non-Proliferation Initiative, senior fellow at the Brookings Institution’s Center for 21st Century Security and Intelligence and Center on the United States and Europe, US ambassador to Ukraine (1998-2000), James Goodby, senior fellow at the Brookings Institution’s Center for Northeast Asia Policy Studies, research fellow at the Hoover Institution, deputy to the special adviser to the President and Secretary of State on the Comprehensive Test Ban Treaty (2000-2001), special representative of President Clinton for the security and dismantlement of the nuclear weapons (1995-1996), chief negotiator for nuclear treat reduction agreements (1993-1994), vice chair of the US Delegation to the Strategic Arms Reduction Treaty talks (1982-1983), US ambassador to Finland (1980-1981), James Armstead, Professor of Strategy and International Law (ret.) at the U.S. Naval War College, a member of two OSCE missions to Ukraine, a former UN Legal Expert responsible for the drafting of the Treaty of Rome, attended the round table via video-conference.

The round table was also attended by leading Ukrainian experts on international relations and international law, in particular, Volodymyr Dubovyk, Director of the Center for International Studies, based at the Odessa National I.I. Mechnikov University, Рolina Sinovets, Director of the Odessa Centre for Nonproliferation, Sergiy Fedunyak, Professor at the Department of International Relations at the Yuriy Fedkovych Chernivtsi National University, Yuriy Matsiyevsky, Director of the Center for Political Studies, Associate Professor at the National University of Ostroh Academy, Oleksandr Merezhko, Head of the Department of Law at the Kyiv National Linguistic University, Bruce Leimsidor, Professor at the University Ca’ Foscari, Sergiy Yakubovskiy, Head of the Department of World Economy and International Economic Relations at the Odessa National I.I. Mechnikov University, Mykola Pashkovsky, Head of the Department of International Law and International Relations at the National University “Odessa Law Academy” and others.

During a lively discussion the participants have exchanged views on obligations taken by the signatory parties to the Budapest Memorandum, on Ukraine`s withdrawal from a Treaty on the Non-Proliferation of Nuclear Weapons, have assessed the efforts undertaken by the United States to assist Ukraine in confronting Russia`s aggression, in restoration of the country`s territorial integrity, as well as in internal problems, such as fighting in the eastern Ukraine, economic and political instability, corruption of top officials etc., solving.
